Interestingly, I've fixed the problem with my external HDD a few years ago, but since I've moved a few days ago it reappeared, even though the only thing that has changed is that I removed my old (former secondary) GPU. I've had this problem (not being able to change the settings) for a few months now and I didn't really care, but since my external hard drive startet disconnecting regularly a few days ago, I now want to take control again.
Obviously, that's quite annoying considering my external hard drive keeps dis- and reconnecting once in a while because I can't change my USB-options. Sadly, I can't change my Power Options, because it just says that they're being managed by the system administrator. Of course my account is an administrator, and I've also tried using the true administrator account with the "net user Administrator active"-command.
